Release Notes for Version 16.07.03 of the J1699-3 software

Except for the issues detailed in SourceForge, this release includes the
requirements of revision 16.7 Ballot REV2 of the J1699-3 document and is intended to
test Model Year 2021 and beyond.

NOTES:
 - Slow PCs/J2534 devices may cause false vehicle failures!
 - For EOBD ONLY, scanning CAN baud rates may cause ECUs to go BUS_OFF!
 - This release only supports the 0404 version of the J2534 API!
 - The file "J1699 User Notes.doc" is a simple User Guide to the J1699-3 software.
 - To avoid false failures during the CARB Drive Cycle, do NOT operate the vehicle at exactly 25 MPH (40KM/H).

Version 16.07.03 adds the following features:
Issue # Description
307 In Test 5.17, J1699-3 should WARN if when CIDT(INF $1A) and CIFC(INF $1B) are not supported (values of $FFFFFFFF).
305 Make SID $01 PID $0E on HEV, PHEV, and S/S vehicles and WARN (not FAIL) if out of range.
298 Allow Test 11.2 to 'suspend', even if an failure has been detected.
295 Add code to add a Vehicle Report option to test menu.
294 Allow OEMs to ignore ECU that are still in development and not ready for testing.
293 Allow the use of the J2534-2 where the number of OBD ECUs exceeds the capability of the connected J2534-1.

Version 16.07.03 fixes the following issues:
Issue # Description
423 Test fails on PHEV, HEV, S/S when RPM is 0.
421 The Ignore ECU feature is not working in the Dynamic Tests.
420 Remove retry on positve acknowledgement failure.
419 Test 9.19 and Test 10.14 are not correctly attributing RUNTM that existed before the CARB Drive Cycle started.
418 Test 9.17 and 10.2 are comparing VSS (in KPH) to 1MPH for Idle; it should be "VSS (in MPH) <= 1MPH".
386 On the Windows 10 O/S, the 'ESC' does not work in Test 11.2. This was corrected by SF #298.
